Decision
The contract for technological design provides for preliminary technical solutions ensuring the following: option 1 – technical upgrade of the oil delivery terminal to the roadside terminal for reception and buffer storage of binders; option 2 - technical upgrade of the oil delivery terminal to the railway terminal for both buffer storage of bitumen and year-round transshipment. For both options capital and operating costs were calculated, and selection and arrangement of production equipment were done. The final solution implied option No 2: reception of bitumen at highways and railroads, buffer storage and transshipment to trucks. To achieve the required key performance indicators two operation technologies for different areas were accepted: for the area of bitumen unloading from railway transport – the technology of accelerated heating by Igla type plants, for the tank storage facilities – cost-saving and efficient heating by means of the Kupol internal heating equipment.
